So you got a tune to the Texas standard I’m David Brown , great to have you with us on this Thursday , 4 months after Hurricane Harvey it’s come to life that many residents of the Houston area along the Gulf Coast were not aware of the risks that their properties might flood they weren’t advised to get flood insurance investigation by The Texas Tribune reveals that thousands of homes were built inside reservoirs that were designed to flood in order to save downtown Houston now another potential gap in communication , let’s say , that you’ve discovered now that you live in one of these so called evacuation zones. Okay . What happens next time there’s a major hurricane targeting Houston do you stay here you go . Houston Public Media’s Allison Lee explains .
The fear is many don’t even know they live in one of those zones.
Their separate think something like 2020 Piper sensitive used as an evacuation zones have its not insignificant.
That’s Jim Blackburn he’s an environmental lawyer and co-director of Rice University’s severe storm Prediction education and evacuation from disaster center.
This is an evacuation zone map by zip code.
He’s pointing to a hurricane evacuation map. It wasn’t activated for Harvey because it’s designed for wind in Serge storms like Hurricane Ike , but Blackburn is concerned that homeowners don’t know they reside in these zones .
Well , I think they don’t know that bad because it’s not required to be included on any real estate transaction when you move into an area. It’s not a map that shows up on any closing documents is not a map that it be routinely run across . You’ve got to look forward . You know it’s good scary it made for a real estate sales . But your life is at risk here .
You might expect to see Galveston on the map because it’s on the coast. But what about parent land or Galina Park .
People don’t realize how close they are to the coast if you live within 50 miles of the coast you are subject to some form of the hazard due to a storm , they could come in off the Gulf.
Ed Wolff is governmental Affairs chair for the Houston Association of Realtors.
Texas has rules that are basically buyer beware. And they tend to be more concerned about the asset and what might happen to their property in an event then whether or not they’re going to have to evacuate be under a mandatory evacuation order . The mandatory evacuation orders can happen anywhere irrelevant .
Zero Wolf says sometimes what buyers want comes with risks.
It was always a positive to be on the bayou and have by you views that was something we would always advertise. It’s a problem in the bayou becomes your house and so there are inherent risk to everything .
I’m now a Houston transparent the nerve center for flood disasters. It’s quite down after Hurricane Harvey but Harris County Emergency Management spokesman Francisco Sanchez says educating the public about hurricane threats is a year round shallow .
Yes we had then perhaps one of the most aggressive organizations that comes and Southeast Texas for the state. Quite frankly , I wouldn’t say the country to do public education . One of the things that’s part of our big public education campaign is no evacuation zone is but would would make us more resilient this of people in this community do cultural shift of not thinking about . I wonder what I’ll do if they storm happens again , but if we had the mentality change up a storm or flood is going to happen again . So here’s what I’m doing . To be prepared .
At races storm center they’ve used computer models to predict what a category 3 storm like Ike would do if it came ashore south of Galveston , the worst case scenario again here’s Jim Blackburn.
Well , we are protected , it will be devastating beyond anybody’s my ability to really think through the storm right there.
The models show most of the clear Lake Nasser area would be completely submerged , with many areas under more than 10 feet of water flooding 200,000 homes and possibly drowning. Thousands of people depending on whether the evacuation was successful Blackburn says it’s truly frightening .
And I don’t think that we really believe I don’t think we as a community are pretty clear that this is a real possibility , and just how real this possibility is.
To see a map of Houston‘s evacuation zones look for my story on Houston public media.org in Houston. I’m Alison Leigh .
And you were listening to the Texas standard.
Once again in the studio. It’s our social media editor welds Dunbar who’s monitoring the talk of Texas howdy their Saudi David , good to see you . Good to see you were Texas off him .
Well , you know as we heard in the news roundup a regional plastic bag ban at the Texas Supreme Court has implications for similar bans across across the state. This of course a ban in place for those single use plastic bags you find a grocery stores . Well , a group of Laredo merchants sued the city , arguing that the probation on plastic bags is illegal . I remember they won that earlier battle the yes and now it’s got feel that they’re at the Supremes state Supreme Court , right . Moreover , these merchants say that a state law preempted a local ordinance . And so , if the court agrees that can mean an end to similar bans in other Texas cities there .
Other cities that actually have considered this or have a bag bans that have been approved for tentatively arrived waiting on the outcome of this victory.
Very cast a lot of people watching this one. So here’s what they’re saying on Facebook on our Facebook page Facebook.com/Texas standards of Rex Laura says reach out to city workers have to clean out the storm drains plastic bags clogging up trains is a major problem . Meanwhile George Murphy says he’s been living without bags and Austin for a few years now . I wasn’t . He says he wasn’t exactly enthused about the ban , firstly , now he says there was a single use bags seem unnecessary and meanwhile Laura.Vila says . Texas is one of the loudest advocates for states’ rights , they are , they argue that this than the are you for states’ rights on a national level right national perspective is to protect the will of the state from the federal government . Well , why doesn’t that ideology extend to the local level , I wonder . So obviously range perspectives there yet in as we said decision today with potential to through the several other taxes .
It’s interesting because I believe that what this is turning on is a , is a state law that has to do with disposal solid away solidly still right and whether or not that’s the language in that technically speaking preempt these many these bag man. So we’re , we’re obviously watching this story will bring you the latest as we get it .
Well , here’s another story about controversial issues at the city level we’re keeping an eye on the San Antonio City Council scheduled to vote today on whether or not to raise the minimum age to Perkins purchase tobacco Roddick’s right now in 1818 to 21 as what they are considering San Antonio would be the first Texas City to pass such an ordinance. So obviously , supporters of the move , called an improvement of public health . While some convenience store retailers are concerned about the impact it will have on their bottom line and David this ban would also extend develops an e-cigs oh really . I should mention as well . So again here . A range of perspectives on our Facebook page . Many were in the area calls this move ridiculous , he says . There’s too many laws already I don’t smoke but this would only be a reason to police retailers met Vice says I’d be all for a 100% ban on all tobacco products for health reasons , but raising the age limit is stupid , as he calls it the city council seized tobacco is that bad ban it otherwise let people have them at the reason will that’s already been set meanwhile Luis Fernando Rey as DS call for the decision . Good and more in Hamilton says , I’ve no problem with being twinned with 21 being the edge to buy smokes or booze , so obviously .
